Fourth, negotiate applicant qualification requirements

The project will determine the qualifications of the negotiating applicants in a post-qualification manner. Any legal person who simultaneously possesses the following basic conditions and other contents of this announcement, and responds to tenders and is willing to participate in bidding competitions, may participate in this competitive negotiation:

1. Has the qualification of an independent legal person registered in the territory of the People's Republic of China, holds a valid and valid business license, organization code certificate, and tax registration certificate; from 2013 to now, it has not been ordered to suspend business, its qualifications have been suspended or cancelled, and property has been Takeovers, freezes, bankruptcies, etc.; no state or industry prohibits market access, etc.; has a good business reputation, and has not had any economic contract disputes in the past three years. There was no fraudulent bid or serious breach of contract in the three years prior to the bid opening date.

2. The negotiating applicant must have more than 3 years of experience in the design and manufacture of the wiring system, and have the approval documents of the quality inspection department;

3. Must provide ISO-9001 quality certification or equivalent certification documents, the national power department identification certificate, and the proven record of equipment investment in the commercial operation of the power system;

4. The products provided shall comply with the YDT 1819-2008 "Consolidation Center for Communication Equipment" of the People's Republic of China and meet the requirements of the latest standards;

5. Have the original authorized agency qualification or the unique authorization certificate for this project;

6. It is required to provide proof of no bribery crime record issued by the procuratorate at or above the municipal level.

7. The project does not accept bids from the Consortium.

V. Time and place for obtaining competitive negotiation documents
